Like the other person said thats a "Fancy Bathroom Vanity" and you can customize it in different colors. I recommend going to Harvs island and talk to Cyrus to help you customize it to the color you want.
Also yes its true that you can find it at Nooks Cranny or Lottie's Office (if you have the DLC)

Idk if you have HHP but if you do, you can unlock the Fancy Bathroom Vanity quicker by building homes for: Snooty, Grizzly, Midge, Zell, Gigi, Nan, Cleo, Lionel, Queenie, Chops, Tiffany, Francine, and Muffy
That narrows things down considerably!
