So I need critique, and pricing. Please don't say its crap though DX a lot of people did it last time.

When you're asking critiques do you want my harsh or my laid back critique? I'll just give both.

regular: It looks cute, but shading could use some more depth and the hair looks a bit stiff..,
harsh: The linart is pretty shaky as well as splotchy in certain places, the hair looks stiff, the face is a bit oddly shapes, the shading doesn't all seem to be coming from the same light source, the purple outline is unnecessary and looks a little sloppy, and there are white gaps that need coloring.

I sketch a lot XD Thats why its so shaky.

I was trying to do a side view, but it didn't work very well.
And I have to get better with layers (lineart and coloring) Just the switching...

SHading must be darker.
 
Cute! I would say that you should work on keeping things simple right now. Do some real-life studies on anatomy. It's easier to draw stylistically when you understand how things look un-stylistically.

I'm also curious which drawing program you're using? That huge space surrounding your drawing, and the non-transparent background are telling me that you haven't figured out how to do those things. Out of personal experience, I recommend Medibang Paint Pro. It's really easy to figure out how to do things like that in that program. It's also got a stabilizer, which could help with your shaky lines.

Are you drawing with a mouse? That could be the reason your lines are so shaky. If you really care about drawing, then I might suggest investing in a tablet! It'll do wonders!

You need to improve on your line work. You want to do it all in one smooth stroke.

Also line variation would be the biggest+easiest improvement. Do what you're doing now except use thinner lines when you get to details. Like the thick line you;re using in this drawing you would do for the outside of the face and hair and the outside of the eyes, but when you get to inside the hair/eyes/clothing use a thinner line.

I use a tablet, my hands are just shaky.

I am looking for an art tablet for christmas though
 
The hair is too large and to stiff; it'd look nice if it was naturally flowing. The eyes are too large (or maybe I'm just biased because I don't like large anime eyes :c ) and too close. I don't know what that thing on her head is. A bow? o:
Your lineart is shaky-- draw your lineart in one fast flick so it looks smooth.
And I see you tried to trace the outside of your drawing-- what program do you use? I could teach you how to easily trace your drawing; I'm pretty sure every drawing program can do that so you don't have to manually trace the background yourself.
Could you also provide other examples? c: We'd love to help you improve~
