Yes, that's true, but it's easy (now it's a little harder, it's on normal level of rf3 now). You can change the game difficulty anytime though. It's rather recommended to fight monsters---> 3 storyline arcs, get a new villagers, unlock one more villagers to marry, and obviously getting goods for crafting, cooking etc. You can befriend monsters and rise them, they will help you with your farm, you can take them to dungeons, but I prefer to take villagers <3 You can also befriend boss-monsters once you defeat them
