A cycling thread only abides to villager trading.
When you time travel to make villagers leave and you want to sell them, you would make a cycle thread.

but say i wanted to reserve a character if it pops up in someones cycle? What do I do?

You can ask the owner if they do reservations. Usually, there will be a small fee. but that is up to the owner. More information about reservations should be in the first post of the thread, but if not just ask.
