Hm... he's dumb in the sense of not understanding summer but Elsa's ignorant of the fact of how her actions affect other people and not just herself... They both are dumb... It's a tough choice but I'd say Olaf's smarter since he does eventually manage to live in the warm weather. (with the help of a mini-cloud from Elsa, I might add.)
