Do you get TBT everytime you post?

I post pretty good length posts and sometimes I notice that you dont get TBT all the time? I know certain places dont give TBT but for the places that do give TBT it does? My sentences are usully two at the least and Im not sure if TBT is supposed to be given on a TBT giving thread? :/

It's based on the length of your posts, but Brewster's Cafe gives less Bells and I think trading boards and The Basement give none at all.

Oh, but I see what you're saying. Well, I got 1.5 Bells from that (will be more now), so there's either no threshold or it's very low.

Editing your comments and double posting takes away bells

No it doesn't. It gives you the Bells for your edited post and subtracts the Bells for your original post. You only lose Bells if you make your post shorter. Here is my transaction log for the post you quoted:
4:39 - 1.5 Bells
4:41 - 3.3 Bells
4:41 - -1.3 Bells

Infractions will only subtract bells from what you have.
