I don't think it's a brow. It definitely looks like hair to me. Also, it probably moves when you do emotes because his whole face moves, so that's why it might look like a brow, but of course, that's just my opinion. >.>

If you watch this vid his eyebrow moves very slightly with his eyes like a brow. Hair on villagers doesn't do that.

last i checked, unibrows don't grow in a swirl pattern. but who knows, he is a rabbit after all

It's definitely not hair. More like old man crease lines from always frowning. I noticed Mac has the exact same lines on his face.
