Does this game make you go through the 16 villager cycle?

Unfortunately I got my dreamy yesterday and Raymond appeared in my campsite and he’s a dreamy too so I asked him to move in but wants Judy to move out. I have a friend who can hold judy for me but does anyone know if I can move her back in after I move out a villager I don’t want or do I have to go through the 16 villager cycle ? Also sorry not sure where to post this questions ;(

I have heard that no, you don't have to cycle.

Omg thank you so much my heart dropped when he requested judy to leave but I’m glad I can get her back easily
