Pete will deliver within the time period. To earn TBT Bells, you gotta post.

Yes, it is. I just received mine this morning by some divine intervention. You set up wiiconnect24 on your wii, go to the city in ACCF, talk to Rover on the bus, enable the feature, and play through the game normally. As long as you have a secure net connection, your wiiconnect24 may pick up a DLC item from nintendo. Right now it's the hotdog hat, soon it'll be the dolphin model.
