Hmm, why does it say Face Paint/Other though when it's just Face Paint? Also why do we have to choose gender when we can pick our looks however we like, like how would gender then change the custom designs?

'Other' is referring the gender choice, which I don't think will restrict any designs, just how you're referred to in third person.

Could you maybe add eyebrows to eye designs that don't have them? Probably not but who knows. I guess that's where the goatee comes from, imagine a beard or stubble lol
