Fastest Way to Move a Villager Out Without Amiibo?

So 9 out of my 10 current villagers are ones I plan to keep for the long run but one of them just... doesn't do it for me. I want him gone so I can start cycling through Mystery tour islands to maybe find someone cool for that final villager slot. However, despite ignoring him for days and weeks... He just does not feel like moving out, apparently. So I ask, what's the most efficient to get rid of villagers? I don't want to just replace him with another villager using Amiibo cards, that wouldn't solve my issue at all.

Any tips are appreciated
