Sleepy Bear
So, since I cannot in good faith buy a 3rd copy of New Leaf when I barely have time to play the two copies I have, I figured I could do something like this: Create a thread of ideas of towns I'd like to do and then let other people use the ideas. I'd love it if you all could share free ideas for people to use too. It would be cool if anyone who uses these ideas would post pictures so we could see how all of these ideas actually look in-game.
Duck Pond
I just thought about this one today. You would have a whole village full of duck villagers. Then all the QR codes that you use to decorate would be water with some sort of plank path to walk through. Or, you could dress like a duck yourself and just pretend like you were swimming everywhere. There would be lily pads and cattails as well. It would be bright and cheery and super cute. Of course, the winter might be weird since ducks migrate south, but whatever. I think it would be adorable.
Nara
This one is too close to Fujimori, so I couldn't do it and be satisfied, but I'd love the aesthetic of it. So there's that town in Japan, Nara, where the deer just kind of roam around and come up to people to be fed. So you would have all the Zen PWPs and bamboo everywhere and all your villagers would be deer. I would either want mossy stone QR paths or zen garden paths everywhere.
Animal Farm
All of the animals would be either chickens, pigs, goats, cows, sheep or horses. You could have scarecrows, fences, and rice racks everwhere. The QR codes you would put down would be vegetable gardens. There are a lot of really cute ones, some of which I've used in Fujimori because I wanted an excuse to have cute veggies. All your player houses would have to look like barns (red wooden exterior and black roof). Your mayor could have one of those twig things in his mouth. It would be adorable.
Igloo Village
This one would have to be set in winter constantly in order for it to work like I want it to work. You would have penguins, Hans (cause he's a yeti), Tutu (polar bear), Flurry (I like to think this one is self explanatory), and either Fang, Skye, or Freya. You'd have a lot of the pine trees so they could be lit up and a really cool camp ground area so it would be an igloo when someone stays there. I would also have bonfires everywhere for those of us who are not furry to stay warm.
Frog Pond
Same thing as duck pond, but with frogs. But it's raining in this town. And instead of an umbrella, you use that green leaf thing.
Villagers
Public Work Projects
I could also be convinced to put in a windmill or stonehenge to act as a little island. Maybe even a bus stop to act as a place to sit down and feed the ducks. I'd also want a lot of clovers for this town to serve as lily pads, but that'd be hard to do without having a big patch of grass in the middle of the lake.
You're kind of on your own for QR codes, because I'm at work and a lot of sites that host them don't really work on my work filters, lol. But there's tons of cute water paths that you can find.
Villagers
Basically, all the deer. Unfortunately, no Peppy villagers. We'll have to make do with what we have tho.
Public Works Projects
You could probably get away with putting the tower in there if you are feeling like things are a little bare. You could pretend it's Tokyo Tower, which is I think what it's based on anyway. If you're going that way, I'd also suggest putting in the bus stop and street light in, so you can have a modern city with zen aspects thrown in there like the real Nara.
Villagers
I've made a list of each villager type that I think would work in this town. I've starred by the ones I'd definitely put in there.
Chickens
Cows/Bulls
Pigs
Goats
Horses
Sheep
Public Works Projects
You could also do a bunch of topiaries if you were feeling fancy, although that would be for a fancier farm town.
You could do a lot of dirt paths in this town and have it look great!

Public Works Projects
Lol, this turned into a village at an arctic research station. I'm not even mad.
This would pretty much exactly be the same as Duck Pond regarding PWPs and whatnot, so I'm only going to mention the villagers
