getting campers to stay

Twice now I have campers visit my town and be all enthusiastic about staying. They ask me what I think and when I respond "yes, you should stay" they reply that they can't after all. Is there something I can do to change their minds or is it a done deal when they say that?

How did I get Rudy in my town? Oh yeah, I played Rock Paper Scissors with him, and gave him my fountain firework. Just keep trying, you can do it!

I would keep talking until they do but they might not be able to move in if you have already 10 villagers
Otherwise it beats me why they don't stay after they ask themselves... even after a few times.

Thanks for the info! I will keep trying. I have 9 villagers right now so maybe I can get Amelia to stay.

yup keep trying...it took me around 30 tries to get willow to agree and I had to win a game against her to finalize it...then when she moved in she tried moving out within a week LOL Diana wasn't as hard to convince but if you keep at it they will eventually agree. As someone else said too, if you have 10 already it can't happen. I hate having to win the game to get them to stay after all the time you spend begging them.
