Nope. I gave ones to Renee and Antonio - Antonio put up his Ornament Wreath but Renee did not put up her Mum Wreath.

I have given all my villagers wreath with no problems
we sure this is a bug and not a feature?
I don't think we know for sure, but I tend to lean toward it being a bug, as I'm not sure what their rationale would be for making villagers less likely to hang up wreaths.

Hmm, could it be that seasonal wreaths are prioritized over regular ones?
same reason why someone may not use a gift you give them irl or why villager's won't always wear clothes they get gifted
This has nothing to do with the bug, villagers will not hang seasonal wreaths when that particular season is over.
I'm not entirely sure, but my thinking was that clothing and furniture worked differently. We know villagers have favorite colors and styles in regard to clothing, but I didn't think that applied to furniture.
My experience with the doorplate thing was that I gave a villager a doorplate in her favorite color (just in case it was a preference thing), the villager said she was excited to hang it up, and then she didn't hang it up.
Anything is possible with Nintendo though! There was the odd thing back in the summer where they briefly changed the friendship mechanics so we couldn't get a photo from gifting fruit (before eventually changing back), so it's hard to say for sure.

I finally managed to get everyone to have wreaths by a combination of giving them an opposite wreath. In my case, I wanted them to have ~Christmasy wreaths, so I was alternating between snowflake and ornament ones. If they didn't hang up the one I gave them, I gave them the other. This obviously isn't foolproof if you're trying to get a specific wreath though OTL
On the one occasion that didn't work (Raymond, squints) I just kept giving him alternate ones, every day, until he finally hung up one.

I gifted an Ornament Wreath to 7 villagers, and 4 of them put theirs up. It doesn't have to do with Amiibo/non-Amiibo villagers nor villagers being inside their house/outside when you give them a gift as far as my results showed, so this bug is super weird. XD
I'm curious if only one villager puts one up a day. I gifted Daisy a Pretty Cosmos Wreath and Kody a Purple Hyanicth Wreath yesterday, and Daisy put hers up, but Kody did not. It could also be personality type, not sure. Guess I'll see what happens tomorrow.
Me either omg. I didn't know this was a glitch but now I know others are experiencing it too. I was wondering what happened to the letters, they're so precious.
