Help! Nothing happening in ACNH

Hi everyone, I’m hoping someone can help us. My son has been playing ACNH for about 9 months now but nothing is happening. His sister got on her switch recently and already has upgraded services.
We’ve looked at various posts and it says you need to invite 3 people to live on your island; once that happens you’re told to build a bridge, plot campsites, etc. He’s invited 5 people from different islands, months ago, but no change when he speaks with Tom Nook. If he visits another island now no one is there. So we’re stuck, and don’t know what to do.

Has he finished building furniture for the 3 houses Tom Nook gives you?

You don't necessarily have to invite anyone to live on the island, the game will pick randomly for you if you didn't pick anyone yourself

Ok, thanks for the help Unfortunately Tom Nook hasn’t given us any houses yet. My son’s house is quite big - 2 extra rooms, and he has loads of things, mined the island of everything, etc so we’d expect something to have happened by now...?

You (your son) will need to USE House Kits. It will look like this:

You said about inviting people - maybe here's misunderstanding, as we do not inviting PEOPLE (like friends, other players) but we are inviting other animals.

If your daughter / his sister was able to accomplish all necessary upgrades, maybe she would be able to look at his game and check what is wrong.

We may need more details to help you.

Is your son a secondary player? I believe only the primary player (the one who created and named the island) can progress the "plot" of the game.

Does he have the campsite setup? It's different than the house plots.

Have you unlocked the museum building yet? Have you unlocked Nook's Cranny? Have you paid off your get away package? Have you built the bridge? If he hasn't given you the 3 plots yet, it could be you haven't asked him for them yet, or maybe you haven't progressed far enough in the game.

From my journal, after completing the prologue, the game progresses like this over the next 8 days. I progressed as far as the game allows each day

Day 1 (3/19/2020):

• You can unlock the museum tent. Tom Nook gives you the tent plot for the Museum after donating about 5-10 fish/bugs.
• You can pay off your get away package. You'll receive a house tomorrow.

Day 2 (3/20/2020):

• The Museum tent opens. You can donate about 10 items to Blathers and the Museum will be scheduled to be built.
• Blathers gives you vaulting pole DIY
• Your tent is gone. You now have a house.
• Nook will ask you to speak with Timmy(maybe Tommy?), Who will task you with collecting 30 wood, 30 softwood, 30 hardwood, and 30 iron to build Nook's Cranny. They will give you the plot to place in town.

Day 3 (3/21/2020):

• Tom Nook will ask you to build a bridge.
• After all this, Tom Nook will officially request that you build 3 new homes for new villagers.
• Nook gives you ladder DIY

Day 4 (3/22/2020):

• museum officially opens

Day 5 (3/23/2020):

• Nothing special happens

Day 6 (3/24/2020):

• Tom Nook announces that Resident Services will be upgrading tomorrow.

Day 7 (3/25/2020):

• Resident Services closed for construction

Day 8 (3/26/2020):

• Resident Services is now a building, and Isabelle is now on the island
• Tom Nook and Isabelle task you will creating a 3-star town for a K.K. concert
• Tom Nook asks you to build a campsite
