How do I make a sticky?

Only Mods and (or maybe only) Admins can sticky a thread.

As Flop said, only moderators and admin can sticky a thread. If you feel your thread is in need of a sticky you should report it for review. This does not mean your thread will be stickied but it will let the moderators see it and decide if it's in need of a sticky
