Hi! I'm new on here and in Animal Crossing New Leaf! I'm not really sure what to do, I'm just fishing so far and I paid my down payment!

Hello welcome to the forums! I'm sure you'll love New Leaf. For the most part, there's not a set order you need to do things in New Leaf. You can fish, catch bugs, go to the island, befriend your villagers, decorate your town and your house, shop, and more. Your town will grow over time; you'll get public works projects, your shops will grow, you'll become friendlier with your villagers- there's a lot you can do.
