You get a flag after your last upgrade (which should be the basement). Talk to Tom Nook after you pay off your Basement Debt.

First is an expansion of your first floor. Second is an additional floor. Third is another expansion of your first floor. Finally, you have the basement as your fourth expansion.

After you've paid off your basement debt/mortgage, you talk to Tom Nook and he offers to build the flag for free.
