How close am I to perfect town?

No idea, I've never seen that before.
You need less than 10 weeds, no garbage on the ground, less than 10 items on the ground, more than 75 flowers, more than 10 public works projects, and between 110 and 200 trees.
If you have 10 public works projects and a villager moves out, this will mess up your perfect rating. Be sure to build a new project before they move out.

I have that too and I just started my town yesterday. Since Isabelle didn't mention anything about trees, I'm guessing you just need 10 projects in your town.

Keep in mind that the amount that the projects contribute varies. So lets say you have a bench and a lighthouse, the lighthouse will contribute more. You need a certain amount of "points" (I'm going to call it that for simplicity) from public works to contribute to the perfect town rating. If you have 10 small projects, it may not add up enough. Hope I helped!

Yeah I got the lighthouse suggested and built right before I got Perfect Town.
