I really don't have any base colors for my island. In every AC game my main goal with the flowers is to have of every color. I place them depending on which colors fits each area.

i really like the yellow, red, and orange pansies - so i went with those for most of the builds. raymond's house is surrounded by gold roses, and rosie currently has blue windflowers lining her front yard. for filler areas, i typically use white flowers of any kind, alongside weeds and green pumpkins.
I choose blue windflowers because blue roses are extremely rare and hard to get. Initially, I like to surround my island with blue roses as my theme until I realize that the blue roses are super rare. So in the end, I settled with blue windflowers since it looks like blue roses by appearance.
I wanted my flowers to kinda match my ACNH switch so i picked the blue flowers, green mums and some of the white flowers. I didnt pick all of the white ones because i didnt like how some looked whiter than the others and some had more of like a yellow tone like the white tulips. So the ones i didnt use were the white tulips, cosmos, and lilies. I wanna say there was another one but i cant remember it off the top of my head..
I chose different breeds for different areas. I put windflowers and pear trees at my entrance, since those are my natives.
One neighborhood has tulips and the other has pansies. I chose a color for each house and the extra colors are in the common areas.
My house is mums - green, white, and yellow. With the pine trees all around, it fits. Down the steps, mums mix with windflowers and cosmos, the mums fading out across the river.
Roses are around the reflecting pool at my sanctuary, and below that are lilies.
Hyacinths are around the museum and lily-of-the-valley line the shops on Main Street.
Mine are completely random. I have at least one of every flower on the island (save for two, which I need to grab soon). The only area which has a consistent pattern uses black roses. Other than that, they're whatever happened to grow or whatever seeds I had in my inventory at the time.
I’m probably in the minority of the minority but I actually don’t really like flowers in-game but they do help as space fillers, so I chose based on the main colors for my island. I like mums and hyacinths the most, so I have white and yellow. I may breed green mums since green is one of my main colors and I may breed some orange and blue to use sparsely and in certain locations as highlight colors.
