Camofrog didn't even notify me that he was leaving. He's already in boxes! Can I still stop him?

Unfortunately, no. Once he is in boxes, he can't be convinced to stay.

Edit: Oops, just saw this is about Wild World. Yes, I think you can convince them to stay. Just not in New Leaf.

He keeps saying that his mind is made up.

I've read somewhere that they will stay packed for two days and after that they move out. Is that true?

Pretty sure if you keep talking to him (it may take a while), you will eventually get the dialogue to convince him to stay. As for being packed for two days, I haven't played in forever and I don't remember. Looked on Google about getting villagers to stay and saw this, so it may be true:

"You have to talk to the animal until it decides to stay, or say something that implies that he or she will think about it. Then send that animal a letter in the mail with a present attached to it: it could even be just a piece of your native fruit. You have two days to do that, because they will move away two days after the first day that they have moving boxes."
