How do I use it? Does it just hold my character so I can restart my town on ACCF? Or what?

DS Suitcase is a feature in Animal Crossing City Folk where you visit other people's town without the WFC. You will need a DS to transfer your character to. You can then transfer the character to another Animal Crossing City Folk town to visit, not permanently stay.

When you first move into your town, you have the option to take your catalog from AC:WW with you.

Is it possible to take your catalog after already moving in?
