to clarify: i think hackers have proven that we can't get them in city folk because there aren't object IDs for them... something like that. basically, they weren't programmed into the game.
one thing that might help... a lot of people, including me, didn't realize you could still wave to the villagers. you do it by using your wiimote, and they have to be on the horizon (north of you, around where the emotions sit on your screen). you then click a couple of times until you get a reaction.
now... i used to do this a lot in WW, and never had a problem getting portraits if i kept being social with my animals on top of that. so my guess is that you need to wave in addition to everything else. we'll find out soon enough now that i've added this into my daily gameplay.

Be nice to your villagers. After awhile of you talking to them (and writing them letters, giving gifts, etc.), they'll see you and give off the "Surprise" emotion. Then, they'll track you down and you'll talk to them. You should receive their picture.
