It's more like 1-6 bells a post. Depending on how long the post is I believe.

Paying in-game Animal Crossing bells (New Leaf mostly) seems to be a pretty popular way to get TBT forum bells actually. There are many people willing to sell their TBT forum bells for AC in-game bells. If you look at the TBT Marketplace board you will see what I mean. c:

Which is kind of pointless and defeats the purpose of them in the first place. =p
But really, the forum bells are somewhat useless at the moment. It only takes like 1000 or less to get a collectible or two and some fancy things like user title colors.
