How does the town donations work?

My sister had a good question that not even "i" could answer, and i hope that you guys can help answer it for me.

Okay, our question is on how the town donations work. If you paid 200,000 for the bridge, then the next update is the fountain for 500,000... would you only have to donate 300,000 to reach the 500,000 mark, or does it restart back to zero?

oh yea, and second part of my question-- "how long does it take", meaning after its accepted, how long do you have to wait until its actuilly added to your land?

You have to donate 700.000 in total so 200 for the bridge then wait 7 days and then donate 500.000 for the fountain and i dont know how long it takes that the fountain will be there
