how to send WI-FI feedback?

I'm a little confused how to do it, and I'm having a hard time finding help XD

1) Go to the user's Profile you wish to leave feedback for.
2) In the tabs you'll see activity, messages, about me, etc. Find "Wi-fi Rating".
3) Click "Submit Feedback for _____", fill in the information.
4) Submit reply once you're done.
