I remember realising this in AC:WW and now, after having the same thing happen twice in NL I think I can confirm it.
Before your villagers even tell you they plan to move out (generally a few days before this happens), they revert to their generic/default clothing.
It happened with both Rudy and Ruby with me now but if any one else can confirm that would be great. It's nice to have some advance warning if it's a villager you like so you can make sure they stay!
