Things were starting off well in Oceania. After just a few days, Four found that he preferred the company of animals over that of humans. While he was still shocked by his sudden promotion into the office of mayor, he tried to make the best of it. By cleaning up around town and talking to the villagers, he was able to gain their approval quickly. They learned to trust him, and quickly realized that he had what it took to build their little village into a great place to live.

Villagers were soon suggesting ideas for ways to make Oceania a better place to live. Four discussed options with his secretary, a dog named Isabelle. They decided that their first public work project would be a campsite. This would give the villagers a unique place to hang out, and would also invite animals from outside the town to visit.

The site took a day to build, and was an immediate success. Lone animals and animals from other small villages came to visit, and one even decided to stay. Word spread about Oceania and its welcoming attitude and progressive mayor, and more and more animals started moving in. Four was actually surprised by the rate at which houses were being built, but the animals seemed happy to have more diversity in town.

Four and Isabelle are currently discussing the economic and energy crisis. Four was surprised that the animals had created their own currency, which they call "bells." Unfortunately, the bell's buying power is very weak. Four hopes to stimulate the local economy using the loan he obtained from another human-animal town known as Pallet. Four and Isabelle also decided to use pre-war human technology to create solar energy, which could power every home and store in Oceania for free.

Finally, there is the issue of the flag. The villagers expressed their need to have an image that represents their village. At first, no one could think of a design. Then, it became clear to Four what they should use. The image that humans have lived under and feared for three generations. The image that was painted on every wall, hung on every broken street light, and seared into the mind of every child born under the war's rule. This image of fear and power and helplessness will now be a symbol of hope. It will be both the animals' and humanity's way of showing the old regime that they failed, and that the world will be free and at peace. This flag will have an image that will lead to the future.
