Are there 9 villagers? If you have less than 10, Beau should still move in.

No, you can only have 1 villager set to move in no matter how many open spaces you have. The second one will then override the first one. You need to get the first one settled first before asking a second villager to move in. So sorry for your loss, I hope you can find Beau again in the future!
