I can't get anyone from the campsite to move in

So i've had my campsite for a while now and I've gotten 3 villagers from it. But now it doesn't work when I try to get villagers who are staying in there from it.
I've played games and all of that, but whenever I want them to move in, they're like "no it'll take too long, etc" and I wanted to know why it doesn't work now?

Do you already have ten villagers? Or have nine with someone moving in?

You have to keep talking to them repeatedly until they agree to move in if you only have 9 villagers

Just keep trying. You are unlucky. Also have pockets full of flowers and no money on you so they won't ask you to play games.

It can take forever for people to move in from the campsite sometimes. All you can do is keep trying
