A person can clear their void by visiting a town that's full, so you can prevent it from happening by having your traders do that, but don't count on them to.
But I think that as a mechanic it's supposed to make your towns population and the villagers kinda more lively? Like oh Hazel thought to come after me after she had nowhere to go from ___. It's kind of sweet in a way. And they also mention that they're from ___ too and just came after you. Still sucks though.
I talked to Francine quite a few times, I even introduced myself and she was my tenth. we were even on nickname terms She moved out pretty quickly, for a tenth villager. So I think either method can work well to get a tenth to move. She moved within two weeks of being in my town, strange that nobody else has had a tenth do this.

And Hazel grows on you after awhile, also you can make sure to talk to her from behind, and then you do not have to see her face

honestly, i really like hazel! she gives ugly cute vibes...but i do know how you feel. something similar happened with me when boone came from a streetpass void. not only did he destroy my path, and take up the remaining villager spot that was reserved for bluebear, but he started a cycling mess resulting in me losing 3 bear cubs. (i got them all back though, thank god.)
if you don't want to time travel, introduce yourself and never talk to her again, even if she pings you. if it's too late for that, i heard it still works if you use a new character to do that method, though i haven't tried that myself.

I also don't have an issue with Hazel, not so bad. To be honest, up until margie moved in all of my villagers have been on the less appealing side lol

Yeah, I guess she isn't THAT bad xD I was still pretty peeved when I made this thread (I'm certain it shows). I've gotten rid of two of my villagers through TT (replaced them with dreamies ♡), so hopefully that helps Hazel get out.
Honestly, if she hadn't moved in such a horrible spot, I'd probably let her stay. I'm not usually picky with villagers, even if I don't care much for them lol. Glad you got your Cubs back btw, I'm sure having to get them out was pretty hard xD
