I have a question, why are my mystery islands always with no villagers even tho my campsite is empty and I have many slots left for villagers?

Do you have any plots open currently?
For a villager to appear on an island, you have to first go to Nook and request a plot to be opened (and place it). Then when you go to islands you should start seeing villagers turn up.
The only thing to be careful about is waiting too long with an open plot, because random villagers can move in.
