Those appear to be unlocked with "Nook Miles+", its essentially just there because the regular Nook Miles are set tasks that don't appear to refresh. Nook Miles+ refresh daily, essentially they act like MEOW Coupon tasks did.

But the generic tasks that are on the little cards that have the progress bar are what I'm referring to as island progression stuff, possibly.

I hope that the Nook miles are super versatile. I want to use them to buy things and expand my town. I like that bells won't be the driving force because it did make the game super grindy at least for me in New Leaf.

Judging from the footage from PAX, there looks to be a lot of stuff to spend them on.
