Completely agreed - I always thought I was alone in that bothering me, but I'm glad to read you saying the same.[...] having him appear on random days to give me a balloon or a pinwheel makes it just that little bit better. Him being The Achievements Guy in NL didn't quite do it for me, and generally falls in to the category of "NPCs that were designed for one specific purpose in one game, that feel slightly awkward doing something slightly different", a problem that has plagued the series for years now in varying degrees of severity.
My opinion is so different, likely because I started with New Leaf but I feel the badges are so incredibly charming. If there were ever supposed to be “achievements” I feel like the badges suited that purpose perfectly and it still felt very “Animal Crossing.” While Phineas in his original form would have been great in New Leaf nonetheless, just moving him to Main Street, I find Streetpass adding another level of collectable / community excitement and his new job just as cool! Don't get me wrong, there could be worse character choices to do this, and I think making the stuff he gave you into items you get from people in the Streetpass plaza incentivises you to use Streetpass... but he didn't really need to come back in NL (given Serena and Frillard didn't), and the fact he's there to give you achievement badges in particular feels slightly redundant given Animal Crossing doesn't really need achievements (I like doing the achievements, but I saw someone say that they make you play in a certain way and I can't say I disagree with them there either)
