DLC has specific delivery dates. After those dates, they're not supposed to deliver. These dates don't seem to rely on the date you have your Wii or the game set at.
However I have known (from here) of people who haven't played in ages to get on and suddenly have a visit from ol' Pete with a Pikmin hat. I'm not sure why that only seems to happen with that particular item, though.

Well, the Cool Globe was a region exclusive, but not a DLC item. If you change the date to April 22nd 2009 you should find Tortimer standing outside of town hall, handing out cool globes. If that doesn't work, you could try April 22nd 2010.
