Pokémon I'm Building A Retro Collection

I've played Pokemon for seven straight generations and my all time favorite generation is, without a doubt, Generation 2. As a result in Ultra Moon I'm building a Retro Collection consisting strictly of Pokemon from Generations 1 and 2.

But I've hit a snag. Two Pokemon from Johto, I'm on the fence about adding. I can't decide if I should put Quagsire and Stantler into my collection or not. Thoughts? Opinions?

Yeah, why not if it makes it complete to get everything one way or the other. Quagsire is cool and while Stantler is kinda meh it'd be weird if you just excluded them randomly.

One thing I've never understood about Stantler ever since Horn Leech became a move in the games. Why can it learn Megahorn but not Horn Leech?
