I was actually trying to get a perfect town from the beginning of the game, but it was hopeless. It's still hopeless now. I saw many perfect towns, and they all have a lot less trees and community projects than in my town. I can't change the amount of community projects in the upper part of my town, because neighbors will move-in in the worst possible location, and I made pathways, parks, plazas, etc. I built many lamp posts in the upper part of my town to get rid of any 5 by 5 space, because neighbors need that space to move in. So in order for me to have a perfect town, I need to cut a lot of trees in the upper part, which would look terrible. Especially for 15 days... so that's why I'm asking for a Golden Watering Can.

I've gotten perfect town status in two different towns, plus the gold watering can. Did I methodically plan every little bit out? No. So I can't tell you, plant x trees in this acre with x amount of flowers and leave x amount of space.
Follow the guides for past AC games if you need a lot of help.

The “perfect” rating -- "Fantastic! [town name] is in great shape right now! Yep, it's pretty sweeeeet!”
The “decent” rating -- "This town is fantastic! But even so, it still seems to be missing something"
The “so-so” rating -- "Hmm... it's not a passing grade, but it's not a failing grade either. I'd give it a D plus. Maybe a C minus on a good day."
The “bad” rating -- "I'm not sure what good it will do to write this, but... Could you try and be a bit more thoughtful about your town? Because at this rate..."
The “worst” rating -- "This place is the pits! Everything that can go wrong has gone wrong! There's not a single thing I like in this town!"

I don't understand why the hostility with these replies. As Mint has mentioned, that even without the slightest hint of planning, one can achieve a perfect town. It really boils down to common sense:

That a Perfect Town is Beautiful since it has been beautified.

Notes!
- Have flowers. Flowers are pretty. it only makes sense that having a lot of them couldn't hurt having a pretty town and it's quite clear that dying ones are not particularly beautiful.
- Have trees. Trees are pretty, too! The provide shade and fruits, etc. Same reasoning as the flowers, that dying trees are not particularly beautiful.
- Have a lot of town projects. You are the mayor and are capable of beautifying your town as you see fit. Hence adding more couldn't hurt and you do't get everything in one shot. Your neighbors suggest new things for you to build! It would, again, make sense that a beautiful town is a town where the neighbors are happy.

Other notes:
- No weeds.
- No trash anywhere.
- No items or crap on the ground.

Now keep that up for 15 days.
