I have hundreds of flowers in my town and I still don't have perfect town status. It's driving me crazy.
 
Well, did you placed community projects on certain areas? It seems to help on reaching the perfect town status.
And you can cut down a few trees on a rather condensed area, and perhaps add some more on areas when there isn't enough.
 
I have the police station, the cafe, the weird stone, the windmill, the grapevine, the fenced garden, a second bridge, and the museum's second floor. I'm waiting for my villagers to request better projects.
I'm really not in the mood to lay down patterns to figure out how many trees I need to chop down but what are the acre dimensions in NL?

After the report (which is in blue text), look for the "saiko" part (サイコ) of what Shizue had to say. If you don't see it, your town isn't perfect yet. Reach that status, and you'll see 3 town hall models and a clock garden appearing on your list of your available community projects.

According to the report, it looks like you might have a perfect town sooner.

She is saying that you need to pay attention to certain areas (possibly adding more community projects in some areas)

Her general comment is that your town is having garbage issues; ie - stuff on the ground and weeds

Hmm If I remember I did pick up seashells and put them back on the ground

That might be it I needa get rid of them.

I finally translated what one of the Japanese guides says about the Environment Report:

The rating depends on three areas: Cleanliness, Abundant Nature, and Abundant Living

Cleanliness means:
1) less than 10 weeds
2) less than 10 items on the ground (not counting sea shells, fruit, mushrooms, flowers, buried fossils, buried gyroids, buried Pitfall Seeds)
3) no garbage (Empty Can, Boot, Old Tire, Spoiled Turnips)
4) no Rafflesia

Abundant Nature means:
1) appropriate number of trees (I don't know the counts yet)
2) many flowers
3) high Nature Points from Public Works
Good: Flower Clock, Flower Bed, Flower Arch, Wisteria Pergola, Straw Fence, topiaries, Solar Panels, Wind Power Generator, Windmill
Bad: Garbage Can, Jumbo Monitor, Oil Excavator, Tire Play Equipment, Picnic Sheet, Traffic Light, illumination items, Tower

Abundant Living means:
1) high Living Points from Public Works
Best: Campground
Good: bridges, benches, outside lights, Garden Chair, Hot Spring, Fire Hydrant, Stadium Lights, Solar Panels, Lighthouse
OK: almost everything else including Water Well, Fountain, clocks, Signboard, Face Board, signs, art, monuments, etc.
Bad: Garbage Can

AVGanondorf, I'd be willing to give you my golden watering can once I reach Perfect Town status. I still have the one from my older town, so I'd have 2.

This information was taken directly from my ACCF FAQ. I was instrumental in researching the tree and flower counts.
I'm glad you feel it is helpful, but it applies only to ACCF.
I agree that something similar would be helpful for the 3DS version of the game. Hopefully, we can do the research to discover the counts.

I don't have a commanding knowledge of the Japanese language and yet I was still able to make a perfect town based on common sense.

Did you build more projects? You didn't have many of those when I last saw your town.
 
good news: Yes stuff is being built and im 43/50 stuff donated to get cafe availiable

I can give you a guide for paintings, but it's in Japanese and you'd have to have google chrome translate it or use a different program.
 
It's up to you. Do you want that in your town? It is very pricey...

honestly i dont want it in my town due to i can just make the cafe and its more valuable and my flowers take up too much spaces to put community projects so ima put the cafe somewhere and hopefully thats enough till I get alot fo money

and it looks strange not trying to offend the sculptures
