So, I found this incredibly useful program called Dot E Nanika ("Dot Paint Anything").
With this, you simply drag and drop an image onto a batch file, and you instantly get a QR code you can read in the game.
After I found this, I just had to share it with the world!
At the moment, I made just the bare-minimum translation to use the program.

Go from this
kumagawaorg.jpg

to this:
kumagawaorg.jpg.png

kumagawaorg.jpg_PN.png

kumagawaorg.jpg_QR.png

Original site and guide (in Japanese):

http://www5d.biglobe.ne.jp/~yggsoft/software/nanika/

(Change to Shift_JIS encoding to read the text.)

HOW TO USE

Just drag and drop an image onto one of the batch (*.bat) files.
The results (depending on the file) will be saved in the same folder
as the image.
More advanced options are in the 'Advanced Functionality' folder.

HOW TO MAKE YOUR DESIGN EDITABLE IN-GAME

1. Create a QR Code in the Able Sister's Shop from any design.
2. The design will be saved to your SD Card with a thumbnail and QR Code.
3. Copy that image into the "Advanced Functionality\me" folder.
4. Drag and drop an image onto one of the batch files named 'QR Code from your village.'

This seems cool! Will definitely check it out when I get my game :) Thanks for translating it/posting it here.

No problem! I'm glad you think so.
It wasn't that hard to translate.

Before I found this, I was using an Android app on my phone, and the only other option was an iPhone app.
I'm glad there was something that can be done with it on the PC.

I also plan on updating the program itself and adding more features, like even making a GUI.

Omg. You're the best :D
What android app were you using btw?

It's called "Animal Xing Designer." It can be found in the Google Play Store.
The problem with it, though, was I couldn't get it to create a design from my town (even though it appears to have that functionality).
Also, there was a problem with exporting a QR code. (It said something about needing to go pro to use that feature.)
So, the only option was to read the QR Code directly off of my phone and not be able to share it with others.
Also, there were ads.

I just had to find something better than that. Lo and behold, there was something better in all fronts (functionality-wise).

Many thanks for the translation and for pointing out the program in the first place, Complex Robot! I love modding games on PC, and customizing my game experience in general-I can see myself getting a lot of use from this. :D

I'm glad you like it and will be using it! =3

If there's enough interest, I'll make time to create a GUI.
(It could even be embedded in a website.)

Cool, but it is not letting me download and the site has random characters.

Okay I got the encoding right.
