It's a bit over 250 pixels, but nothing major, and an additional regular line of text is allowed anyway which your spoilers should count as. So... all good!

Are you referring to their Phil one or their previous one? Both of them look a little big to me, but not massively so.

I don't think the top and bottom margins count? That would make mine a little over 300. Lol, maybe this is one of those rules that people just end up breaking and action is only taken if someone trundles along with a 1000px signature or something.

Lol, their signature just changed as I refreshed the page. Seems to get a couple pixels shorter each time.

Like we've all said, it's perhaps a little big at 300px, give or take. Resizing the images would be a pain so I wouldn't go that route, but I'm not sure what you can do to be honest, as I'm no signature professional with my probably-slightly-over-the-limit signature.
Unless you can find a way to make those spoilers take up less space, I'd leave it the way it is for now as it's not hugely over the limit of this loose rule.
If others complain that it's too large, the easiest option would probably be to keep those links under the image but move the spoilers beside the image using a table since then it would take up less vertical space and make use of some of that blank horizontal room you've got there!

Absolutely!
Shouldn't have any issues now, though the odds of you having issues before were only 50/50.
EDIT: Just realised how big and bulky the photo really is and put it in a spoiler
