Is shivers up the spine tics?

I have shivers up my spine randomly and idk what is causing them

I think you should go see a doctor and not an AC forum if it bothers you too much, but anyway tics are repetitive non-voluntary movements... I'm not sure if random shivers up your spine count? But again it's hard to make judgment online sorry.
