Is there a way to change villagers houses in NH?

Are we able to change their walls and flooring as we could in WW, by mailing it to them?

No, not in NL, but mailing walls and floors in WW worked. It's the first thing I'd mail to my villagers back then. (If I didn't like their own wall and flooring.)
