Hi audio diary, it's Isabelle again. Things have only gotten worse here in Town. Digby is starting to get really paranoid and anxious for some reason. Whenever I try to talk to him about it, he changes the subject or makes an excuse to leave.

A few days ago I mentioned the Council. They're essentially the lawmakers of this land, and they call all the shots. It's like being mayor isn't really a job, it's just a title because we can't make decisions. I've never seen them in person, because they're really secretive and way out in the Badlands. But I've heard from villagers that most who go to a hearing there don't come back, and the ones that do say they don't give you a chance, they go straight to why you shouldn't go back. It sounds horrible, and even the slightest thing could send you there. I'm surprised anyone still lives in this hellhole.

I've tried my best to stay on their good side whenever they call or send a letter. I do what they ask, and use the most polite tone that I can whenever I speak to them. It's really terrifying, and I'm glad they can't see me shaking and sweating whenever the caller ID "Council Badlands" comes up. They usually ask what we've been doing and how much money we have. They collect at least 100 million Bells each in taxes from all the towns around the badlands. That reminds me, I haven't said where exactly the badlands are. Nobody is confident, but I know.

They're way out past the sea. It looks big, but do you know why the buoys are there at the edge? They don't want people discovering anything about them. When called to a hearing about whatever villagers had done wrong, they receive a train ticket with a letter ordering them to come within a day or else. I've heard Porter whenever he receives one of these tickets, and he sounds really mad at the Council. We don't even get paid very often, because they just want to keep it to themselves. All those Bells they barely use are kept in a safe, locked for eternity.
