Island or developed town - it's your decision!

I'm super excited about this. I actually might not want to make my town super developed, at least not for awhile. I want to get more than two villagers to move in, but I really like that rustic, "wild" Animal Crossing feel. Like you know those days in the old games when you just made a new town and you only have a handful of villagers and the smallest Nook shop and your town looks super empty? Those have always been my favourite days, it's so exciting and refreshing. So if I can keep that for awhile on the switch, I'll have so much fun. Especially because it's on a deserted island!
 
Can't decide if I want it developed or not. Both will work for me either way. I just want to be a little creative, so I most likely will go for developed town, but I'll have to wait and see. :)
 
I don't want the shops scattered around town. It is unrealistic and inconvenient. I honestly would only consider buying the game if there is a district or city. Scattered around town is a no buy from me.

street and in the town in new leaf and 10 or so villagers fitting into that island.

I highly doubt that will happen. The article says nothing about shops just facilities and buildings. I would imagine that we will be able to build and decide where Town Hall is, Re-Sale, etc and there will be another mainstreet/city again. I bet we will fly to it, or somehow Tom Nook will expand the island and create a mainstreet area (but I think thats less likely than flying)
