If you have 2 Switches and prefer to have the non-upgraded plaza (or just dislike Isabelle), you might be interested in this:
Start a secondary profile player on your current island, and get the waterscaping and cliff-construction permits for this player. Also make sure this player meets Harv to activate Photopia.
Move this off the island and onto a brand new island so they become the island representative. You can force-quit as many times as you want to get the right island type and two starter villagers.
From day one, you are able to terraform, and you are able to have Nooks Cranny, Able Sisters, the museum, one log bridge, Photopia, and all the NPC visitors except Flick and CJ.
If you don’t speak to Tom Nook after building & placing the log bridge, and you don’t start the 3 housing plots, you will remain with your 2 starter villagers.
Just make sure you are okay with no inclines (I use two warp pipes), and only one log bridge. Also, Sable will not give you her custom designs.
