I liked the GCN and some other DLCs for the NA. But it seems the Europeans got the best DLC's IMO.

...I thought this was pretty lame when I saw it too. But oh well...I look forward to DLC so I guess I'll throw this down somewhere in my house.. dunno how it will do with the HRA though...

NOA nor Nintendo don't even decide the Animal Crossing DLCs, it's just the staff that made the game that decides it. Blame it on them, not NOA or Nintendo.
