He said: I base it on how often I see them in signatures, in LF posts, how often they're taken in cycling threads/giveaways, and also auctions!

And I personally don't care about how popular they are, I tend to base if off if I like them or not. Roscoe is my favorite villager. Dark cranky horse, yes!

And yeah, Merengue is awesome on her own too, so I can see why people have her as a Dreamie.
