Looking for design step advice for a forestcore island.

I’ve never done such a free form island before, so I’m looking for advice. I’ve flattened and moved just about everybody to the beach. I’m just trying to decide what I should do first. Terraforming? Laying paths? Deciding on a river path? Any tips appreciated!
