Mechanics of villager move ins early game.

Sorry for the long post, I have some questions regarding villagers moving in and inviting, plots, campsite etc, but mostly, I’m trying to ascertain the mechanics of the move ins because I want Raymond and he has no amiibo. TL;DR: how can I get this new villager?

If you can read and confirm what is correct about the process below that would be amazing (copy/paste maybe) and there are a few specific questions too. I’ve got as far as the resident services building.

Your first two villagers are Uchi and Jock. On the second day when your airport opens up, you can meet Peppy, Normal and Lazy villagers on mystery island tours and invite one of each to your island, you will keep meeting villagers until you have a) invited one of each or b) plotted the three plots Tom Nook gives you on the third day (whichever occurs first). You don’t have to finish the plots right away, so you have until they’re finished to find villagers to invite, if you complete the plots before inviting three villagers, random villagers are assigned of the personality types not invited (out of Normal, Peppy and Uchi).
Following this, villagers will not show up on mystery tours for the time being. When your 5th villager moves in (3rd new villager), Tom Nook will announce that the resident services building is going to be constructed, on the day this is completed, he will ask you to build a campsite (correct?) Your first camper will always be smug (unconfirmed) and must be invited (can’t be reset for), they will camp until you have allowed them to move in. After this, villagers will begin showing up on mystery tours again (correct? Also, what personality types??) and campers will arrive at random (correct? What personality types? Snooty and Cranky? Or all?). Amiibo can now be used to invite villagers to the campsite (correct?) and can be invited to stay once they have been invited three times (correct?). Once the 8th villager has moved in, villagers may suggest moving out but can be persuaded to stay (correct?) and any campers/mystery tour villagers can be invited to move in until the island has 10 villagers. Once the island reaches it’s villager limit, in order for a new villager to move in, you must either approve a villager’s request to move out or must use an amiibo at the campsite who can ‘negotiate’ with a current villager and take their spot.

Extra questions:
1. Can other campers negotiate with villagers to take their spot when your town is full, or only amiibo campers?
2. Can amiibo campers be invited to go to other people’s islands?
3. Can you adopt out a villager who is in boxes to another player who visits your island?
4. When the resident services building and/or campsite has been built, Tom Nook gives you plots of land to buy for more houses, which of the following are correct: You have to buy/place the plots before you can invite any more villagers? Random villagers can move into these plots?

(Basically, I want Raymond, desperately. I have the amiibos for all the other villagers I really want, but if I use them my town will reach capacity and I won’t be able to invite him if I see him, with this in mind, what are the opportunities I have to invite him? I know he could be my first camper, but could he be one of the next two campers or will they be Snooty/Cranky? Could I meet him on an island tour once my first camper moves in? If I meet him before my village is at capacity, do I have to have a plot prepared to invite him and if so, might a random move into that plot while I’m looking for him? Is there any way to invite villagers from camping/mystery tours when your town is full, either for them to replace a villager or to queue them for the next available space? I just don’t know how any of this works and I’m trying to plan but I hate uncertainty and I’s really appreciate someone who is further into the game cluing me in on how this works, otherwise I’ll have to TT a few days ahead to find out myself because the not knowing is a feeling I’m not comfortable with. Thank you fellow islanders.)
 
Following because I have the exact same predicament. I need Raymond, I don't time travel, and I don't want to nix my chances of getting him...
 
Unfortunately, you will need to invite the first Smug that shows up at your campsite and there's a high chance it won't be Raymond so the only way to get him later on would be through adoptions or Island Tours (unless Nintendo release a refreshed batch of amiibo cards).
 
You don’t have to finish the plots right away, so you have until they’re finished to find villagers to invite, if you complete the plots before inviting three villagers, random villagers are assigned of the personality types not invited (out of Normal, Peppy and Uchi).

Uchi is not the personality type you wanted to type in here. It's "lazy".
 
I’m not entirely sure on the mechanics, but I was able to get Raymond to move in as he was my first campground villager. We all know you start with Jock and Uchi, then my next 3 villagers were Marina (Normal, recruited her from a nook miles island) Beau (Lazy, random move in) and Patty (Peppy, random move in) You then don’t get any more villagers until your campground is built and you can sell plots etc, and my first visitor was Raymond. I also got Lobo and Goldie through Amiibo cards and this other green cub through random move in (don’t know his name). I also know that once you have 10 villagers, you can have Amiibo card villagers replace their house spot when asked to move in. I also believe that campgrounds don’t have an 100% chance of allowing the villager to move (except for your first villager) as Lobo and Goldie took 3 days each to finally say yes (may be due to Amiibo cards idk).

Has anyone had non-amibo campers yet? I've been TTing and had none since the first one.

And Yep, I put Uchi when I meant Lazy regarding the first 3 invites.

I imagine I won’t get Raymond as my first camper, but what about the invites following that. Is there a potential to invite him via mystery tour or camping some other time? Is there a way I could search for him after the first camper? If he came camping or if he was on a mystery tour, would I be able to invite him, or would I need plots open, and if I had plots open, would randoms move in while I was trying to find him? I’m hoarding nook miles for mystery tours.
Are villagers 7 and 8 always snooty and cranky?
I wish I didn’t have to bother the community with this, I wish the game guides had looked into this a bit more, so I really appreciate everyone who takes the time to reply, it’s not just about finding Raymond, it’s about understanding the mechanics of the game in the same way we do for New Leaf.

This implies that from the 7th islander onwards, AFTER the scripted campground move-in, does not have to follow a fixed personality path any more. I could be wrong but this is my take on what has been shared here.

If the 10th spot stays open until someone is invited, it would make it much easier to track down a certain villager. My concern is whether my town will fill while I’m looking and I won’t be able to invite him in.
 
After your camper villager moves in, you can buy a plot from Tom Nook and start going on Island Tours which will spawn villagers again.
However, I'm not sure if the game would be giving you Cranky and Snooty villagers at that point.
I'm not that far into the game myself so if anyone has done it, please do answer. :)

Yeah, I get your concern.
I was always worried in NL that I'd get someone I don't want from one of the towns I traded with.
This time I'm trying to be more open towards villagers (I'm actually really starting to adore Norma to the point where I might make her my permanent) but there are also some villagers that I NEED to have in my town (like Zucker and sadly I don't have his amiibo card).

I wasn’t searching for a certain snooty or cranky, just hoping for a good vibe. Then the next tour had Lolly! I invited her, placed another plot, and then took another tour, where I met Kidd! So it’s not all snooty and cranky, but there is a chance. There is a chance then, that you’ll run into Raymond on an island after your campsite smug moves in.

Because of this, I’m kind of dreading the day I have to put up my campsite. There’s only like 3-4 villagers from the smug personality that don’t creep me out and I’m way too nervous to see who spawns as my first camper. :( But I have to do it to progress in the game. Why must it be smug though?! :(

Yea I'm dreading this as well, although I heard that before the campsite has a villager move in it the next day you can invite another villager to come to your campsite? Not sure how true this is but I might try it

Super helpful to know, I’ll keep hoarding these miles for island tours then. I still really wish someone had the answers to this whole thing, but I know it’s really early days! It only takes users sharing their experiences like this for us to work out the patterns and mechanics within the game though, so I appreciate the info!

Also, Cheezu, I agree about being more open minded, I’m only worried about the randoms if it prevents me inviting a villager I can’t get via amiibo. I am happy to have some new faces, right now I’ve got Billy, Flora and Bob who are all new for me, it’s great to give them a chance, I don’t know who I’ll keep, I have a wishlist and the amiibos I need, but we’ll see! I hope you can get Zucker!
