What I am doing is TTing a day ahead and each time talking to everyone but Merengue

Talk to someone until they mention that someone is planning on moving.. either convince them to leave, or ignore them until you TT and isabelle mentions moving

As I said, if you ignore her too much, even if she pings you to move, she will refuse to do so because she will want to know you better.

Moving pings should be random. The worst that can do is lower your friendship with the other villagers, but I don't know much about villager friendship.
